You mean, so that they will receive a "Notification" that will (hopefully) summon them over to the post in question? Just to clarify, before I attempt an actual response to the titular question! :)

I'm guessing that unless @girlspns created a custom tag for this function, then the only way to you alert someone is to generate a blank quote from them. It would look odd in context, but they would get the notification.
