It's not that movie called "Spring Awakening" (German "Frühlingserwachen") you are talking about, are you? The actor there is older than 13. I myself did never watch "Spring Awakening", but I knew there is a scene there similar to that you describe. I only found a German version.

First of all, please TeenFan, how do you know that the boy in this scene is 15? Was his character's age mentioned somewhere? (It's been a while since I watched the TV series, so I don't remember such details.)

Actually, the boy from the bathing scene doesn't suffer from any kind of physical handicap. If I recall correctly, he got arrested by a police patrol for having entered the restricted zone of a border area. His screen mother was then called via telephone to come to the police station, so that she could pick him up. That's why the lady is angry with him when they're both walking home.
Upon their arrival, the mother wants to beat her son, but the poor boy is saved by his grand-mother (?), who is curious why he looks so dirty. Thus, the angry mother picks another form of punishment: she orders him to go to the bathroom and take off his dirty clothes. Next we see him bending over in the bath tube, while as she is painfully (!) scrubbing his bare backside with a bath brush.
The most humiliating part for the boy comes when the woman doesn't let him cover his personals and puts the boy's hand away, while saying (translated) "Don't feel embarrassed when naked!", so that she can wash him properly from the front, as well. This makes the boy break down and he starts crying...
