In many areas. this did happen but in many other areas, males, even adult males were nude or at least they changed in full view of the public. Women had wagons that went down into the water and they changed in the wagons, Males changed in public or went nude. Many public schools had males swim naked and when the school went co-ed many still had the males swim naked along with their female counterparts who wore one piece swim suits.
